PUBLIC HEARING MINUTES
SOUTH WINDSOR TOWN COUNCIL

COUNCIL CHAMBERS

MARCH 3, 2003
7:45 P.M.


PURPOSE:        TO RECEIVE CITIZEN INPUT ON AN AMENDMENT TO SECTION 2-526 OF THE CODE OF ORDINANCES OF THE TOWN OF SOUTH WINDSOR CONCERNING THE “DIRECTOR, OFFICERS AND OTHER PERSONNEL OF THE DEPARTMENT OF FINANCE.”

The Public Hearing was called to order at 7:50 p.m.  There were approximately 5 people present in the audience.  The Clerk of the Council read the Call of the Meeting (a copy of which is attached hereto).

Councillor Fine, a member of the Audit Committee, said that the Committee had discussed a restructuring of the Finance Department where the Fiscal Analyst would be changed to the Assistant Director of Finance, the Staff Accountant would be changed to a Payroll Coordinator, and the two Fiscal

Assistants would be changed to Staff Accountants.  These are basically title changes.  The current Fiscal Assistant positions are union positions and when changed to Staff Accountants would then become non-union positions.  

In discussing this reorganization, Mayor Aman noted that the Finance Department is one of the few departments for which the flow of people is determined by the Town Council.  If this was being done in the Planning Department or the Public Works Department, it would not be coming forward to a Public Hearing as this is.

There being no members of the audience who wished to speak, Mayor Aman called for a Straw Vote, the results of which were as follows:

        Those in favor or the Amendment – 1
        Those opposed to the Amendment – 0

The Public Hearing closed at 7:55 p.m.
